Access Diploma in Adult Learning Assessing Maths Assignment Landscaping a Garden Ive been asked me to cost his landscaping project for him using the prices quoted by a local supplier, and to give him a full breakdown of the calculations required and how I arrived at the final cost. Plan I plan to do this firstly by breaking up the garden plan into 5 sections. 1. Decking and border. 2. Flowerbed and crazy paving 3. Fish pond, safety fence, bridge and rail 4. Perimeter fence 5. Grass. Decking and Border The decking area consists of two right angle triangle. The two edges around the decking are equal in length. I need to work out the length of the edges and the area of the decking, how much materials required and cost. This will give me the area of the crazy paving I will then work out how much crazy paving required / m ². I will then work out the cost of the paving @  £3.50 + VAT per m ² I will work out how many bulbs required for the area in m ² for the flower bed, and the cost at  £6.40 per m ². Fish pond, safety fence, bridge and rail The fish pond has a depth of 75cm enclosed by a safety fence which has a 1m wide bridge over it in the shape of a quadrant. The bridge is fitted with a handrail on both sides. Firstly I need to decide what length the sides of the pond are going to be. (Pond marked E) To work out the amount of safety fence required, I will work out the perimeter of the square fish pond subtracting 2m (1m for each side of the bridge at 1m each side). Perimeter = 4 x sides – 2(1m) I will need to work out how many meters of safety fencing/ m required and then cost it at  £8.70 per m To work out the quadrant shape bridge marked F. A good leader can take the company to new heights. A leader should have all the qualities and capabilities in him to lead the company and his team. With time his managerial capabilities and skills should also be enhanced. McDonalds is one of the top most fast food companies in the world. It employees more than sixty thousand employees and to lead such a huge number and achieving the set goals of the company is a big task. How a company is lead to the success is the job of a capable leader. McDonalds has a aim to be the best fast food restaurant in the world and a good managerial leader can change this objective into a reality and provide success to the company. Managerial Leadership Development in McDonalds An effective and successful leader is the one who does the correct things. It is a leaders responsibility to effectively lead its team, earn their support and communicate them the vision of an organisations goals and make them achieve that goal. He needs to have managerial traits also to manage everything that comes in his way (Rast, Hogg and Giessner, 2013). The managerial leaders of McDonalds have adopted a style known as Team-Building to manage their team and make the outlets a fun place to work. Managerial leaders of McDonalds advance the social responsibility and accountability to culture and include these activities in their business operations (Miller and Buxton, 2012). The managerial leadership model followed by McDonalds is Adairs model of leadership also known as action-centred leadership. The controlling span means the number of working subordinates under the leader (Campbell and Richardson, 2007). If the controlling span is narrow, it gives certain advantages to the leader, and that is: Tight control on the working subordinates Close supervision of the daily operations brings co-ordination. Leader gets time to think and plan Delegation gets reduced due to narrow span of control Manager can provide more of his initiative towards the organisation Critically analysing, the managerial leadership style of McDonalds is autocratic and thus, the employees or the subordinates are not included in any decision making. Also, the suggestions of crew members or subordinates are not welcomed even, as most of them are new in the company. On a general basis, the young and inexperienced work in these restaurants during their holidays and therefore their ideas are not valued enough. Young staff is always motivated when paid well with transportation and meal. Hence, they work enthusiastically even in autocratic leadership (Lyons and Schneider, 2009). This leadership style puts pressure on the team members who are already much pressurised with a workload. Even with the disadvantage of autocratic leadership style workers of McDonalds find their workplace a fun place to be. They do not mind being ordered and directed by their managers. In fact, they prefer working under the autocratic style of leadership. One reason may be that under stress they dont have to be creative for their job and just have to follow orders. It may be said that at McDonalds leadership cannot be the actual reason for workers performance but the environment they are working in. And it is the managements work to provide the working staff right environment to work in (Bhatti et al., 2012). Autocratic leadership style can only dictate employees but cant motivate them, but, McDonalds fears to adopt another style of leadership as it may lead to a backlash from the team members who want the most independent style of working. McDonalds seek standardisation across the globe, and that cannot happen if every outlet will have a self-starter. So, Autocratic leadership style will be the best type of managerial leadership for McDonalds (Boudrias et al., 2009). Processes and Methods for Developing Leaders Leader development expands the persons ability to make him effective in leadership processes and roles. These roles and processes which are expanded help the leader in direction setting, maintaining commitment, and creating alignment in a team for doing a common job. All the programs and educational researches of an organisational leadership focus on developing skills, abilities, and individual knowledge in connection with individuals formal leadership roles. Leader development is actually an investment in human capital (Velsor, Ruderman, McCauley, 2010) The process of leader development includes three main purposes, and they are: Performance Improvement- the first step of this process is to access the organisations need for an effective leader and how well it is being met. The second step is to find out the gaps of the system that is in need of addressing. The third step is to find out the current leaders qualities and the performance areas where improvement is required (Clifton, 2015). Succession Management- the first step of succession management is to see that a sufficient number of potential candidates is getting ready for higher management positions. The second step includes the identification of the successor of leadership positions The third and the final step of succession management are to check out the diversified pool of high potentials. Organisational change- for organisational changes the first steps of the process are to identify the leader abilities and skills which is an important thing for accomplishing the business strategy. Frequent feedback and coaching are necessary-proper evaluation and feedback of work done should be given so that an employee can work to improve his performance. Now-a-days being a leader is not enough one has to have the managerial qualities also to run an organization and lead a team and set an example for them (Muchiri et al., 2011). The strategic plan for developing the capabilities of a leader of McDonalds includes few steps, and they are as follows: - The first step to improve the leadership capabilities is to add few characteristics that a future leader will require:- A leader should have perception and insight of an extraordinary level of the practicality of the work and themselves. Motivation level should be high to attain the changes that will occur to be a successful leader. successful leader needs to be emotionally strong so he could manage the anxiety of oneself and of others. Update his skills for identifying functional, analysing cultural and dysfunctional assumptions which enlarge the culture by enhancing the functional elements and strength. A leader should willingly involve others when a task is too complex for him to solve or to attain (Jeavons, 2011). A leader should always work to improve his perception because one single mistake can threaten the decades of good work A leader should how to reinforce, the values and beliefs of the company because once these values and beliefs are reinforced then it will affect the daily operations of the company (Robinson, 2010). A leader should learn to say only that what he commits to doing. It will improve his integrity in the eyes of subordinates A leader should be a talent generator. He should be able to help his subordinates in a constant growth which will improve his companys outcome A leader should know how to deal with failure and improve him by learning a lesson from it. A deep connection with his team members will help the leader to have a constant growth A leader should be a judge of his own strengths which he should use for his favour. A leader should always welcome feedback and suggestions as it will help in improving the working of the company and of his. A great leader always provides an example for his subordinates thus; he should maintain his working and values to be respectful. A leader should have a clear vision towards the organisation and its working that he should be able to convey to his team (Robinson-Walker, 2007). Another leadership style other than autocratic can be tried that may help the company improve. These are the suggested recommendations for improving the capabilities of a leader of McDonalds. My Bridge Is Big 5th period Mr. Moore Physics My Bridge is Big! I built my bridge on the foundation of triangles because any engineer will tell you they are one of the strongest shapes. No matter where you put pressure that other two sides of the triangle pick up the excess pressure. I decided to build the triangles into boxes so the support would spread out over a much greater area. I also added extra glue to the joints to strengthen the corners that did not match up really flush. In doing so I created joints that were not entirely straight but hold up just as well. I also cut the toothpicks so I could use whole ones as hypotenuses. Many were thrown out because they were broken or had defects in them. Many difficulties I encountered were not having enough fingers to glue the four sides down. Also it was a huge mess when the glue bottle became clogged and would not pour out until you squeezed it very hard. Well it then came oozing out all over your bridge and wasted like half the tube all over the wax paper or your mother's nice table. It was also very hard to get the toothpicks to stay in the upright position and when you moved a slight bit either way the toothpick on the other side would fall over. Mechanical engineering involved in the bridge building process included finding out that 45-degree angles were the strongest and that mass and stress put on these angles broke after the toothpicks were bent. Avro Lancaster Bomber in World War II The Avro Lancaster was a heavy bomber flown by the Royal Air Force during World War II. An evolution of the earlier and smaller Avro Manchester, the Lancaster became one of the backbones the RAFs nighttime bombing offensive against Germany. Possessing a large bomb bay, the aircraft proved capable of carrying a variety of exceptionally heavy weapons including Grand Slam and Tallboy bombs. The Lancaster was also adapted for special missions such as the Dambuster Raid (Operation Chastise) in 1943. During the course of the war, over 7,000 Lancaster were built with approximately 44%lost to enemy action. Design and Development The Lancaster originated with the design of the earlier Avro Manchester. Responding to Air Ministry Specification P.13/36 which called for a medium bomber capable of being used in all environments, Avro created the twin-engine Manchester in the late 1930s. Similar in appearance to its later cousin, the Manchester utilized the new Roll-Royce Vulture engine. First flying in July 1939, the type showed promise, but the Vulture engines proved highly unreliable. As a result only 200 Manchesters were built and these were withdrawn from service by 1942. As the Manchester program was struggling, Avros chief designer, Roy Chadwick, began work on an improved, four-engine version of the aircraft. Dubbed the Avro Type 683 Manchester III, Chadwicks new design utilized the more reliable Rolls-Royce Merlin engine and a larger wing. Renamed Lancaster, development progressed quickly as the Royal Air Force was engaged in World War II. The Lancaster was similar to its predecessor in that it was a mid-wing cantilever monoplane, featured a greenhouse-style canopy, turret nose, and a twin tail configuration. Built of all-metal construction, the Lancaster required a crew of seven: pilot, flight engineer, bombardier, radio operator, navigator, and two gunners. For protection, the Lancaster carried eight.30 cal. machine guns mounted in three turrets (nose, dorsal, and tail). Early models also featured a ventral turret but these were removed as they were difficult to site. Featuring a massive 33 ft.-long bomb bay, the Lancaster was capable carrying a load of up to 14,000 lbs. As work progressed, the prototype was assembled at Manchesters Ringway Airport. Production On January 9, 1941, it first took to the air with test pilot H.A. Bill Thorn at the controls. From the start it proved to be a well-designed aircraft and few changes were needed before moving into production. Accepted by the RAF, remaining Manchester orders were switched to the new Lancaster. A total of 7,377 Lancasters of all types were built during its production run. While the majority was built at Avros Chadderton plant, Lancasters were also built under contract by Metropolitan-Vickers, Armstrong-Whitworth, Austin Motor Company, and Vickers-Armstrong. Along with the Handley Page Halifax, the Lancaster carried the load of the British nighttime bomber offensive against Germany. Through the course of the war, Lancasters flew 156,000 sorties and dropped 681,638 tons of bombs. These missions were a hazardous duty and 3,249 Lancasters were lost in action (44% of all built). Public Domain Initially capable of carrying 4,000-lb. blockbuster or cookie bombs, the addition of bulged doors to the bomb bay allowed the Lancaster to drop 8,000- and later 12,000-lb. blockbusters. Additional modifications to the aircraft allowed them to carry the 12,000-lb. Tallboy and 22,000-lb. Grand Slam earthquake bombs which were used against hardened targets. Directed by Air Chief Marshal Sir Arthur Bomber Harris, Lancasters played a key role in Operation Gomorrah which destroyed large parts of Hamburg in 1943. The aircraft was also widely used in Harris area bombing campaign which flattened many German cities. Special Missions During the course of its career, the Lancaster also achieved fame for conducting special, daring missions over hostile territory. One such mission, Operation Chastise a.k.a. the Dambuster Raids, saw specially modified Lancasters use Barnes Wallis bouncing Upkeep bombs to destroy key dams in the Ruhr Valley. Flown in May 1943, the mission was a success and provided a boost to British morale. In the fall of 1944, Lancasters conducted multiple strikes against the German battleship Tirpitz, first damaging and then sinking it. Public Domain Later Service In the final days of the war, the Lancaster conducted humanitarian missions over the Netherlands as part of Operation Manna. These flights saw the aircraft drop food and supplies to that nations starving population. With the end of the war in Europe in May 1945, many Lancasters were slated for transfer to the Pacific for operations against Japan. Intended to operate from bases in Okinawa, the Lancasters proved unnecessary following Japans surrender in September. Retained by the RAF after the war, Lancasters were also transferred to France and Argentina. Other Lancasters were converted into civilian aircraft. Lancasters remained in use by the French, largely in maritime search/rescue roles, until the mid-1960s. The Lancaster also spawned several derivatives including the Avro Lincoln. An enlarged Lancaster, the Lincoln arrived too late to see service during World War II. Other types to come from the Lancaster included the Avro York transport and the Avro Shackleton maritime patrol/airborne early warning aircraft.

Code of Conduct is clearly a first novel and shows the potential Smith has to become a major author. The plot is complex, but Smith manages to keep the various threads orderly. Most impressive of all are the ideas which are touched upon but not fully explored, leaving Smith plenty of material for future works. ...

This is one of the prime reasons that feudal lords are ruling our country, emptying the national treasure and increasing their bank balances. I am sure if we all go to vote in the elections then we would be able to elect the most deserving candidate. This could assure that are country is in the right hands. The most important problem of Pakistan is education. People are not aware what is good for them and what is not. There aren’t any schools in rural areas which are providing good quality education. Unfortunately in Pakistan, only those are getting education who can afford it. It’s the responsibility of the youth to create awareness about the importance of education. In rural areas people are not willing to send their sons/daughters to acquire knowledge. This is one of the prime reason that Pakistan is lagging behind other countries. We, the youth of Pakistan should take this responsibility in spreading the awareness. We could help directly by constructing schools providing free education or by teaching voluntarily. People are not willing to invest in our country. It is just because of the negative image created about our country. This is affecting our economy. Our exports have decreased, no new jobs are been created, no roads are being built. the tourism industry of Pakistan has just nearly finished. I think it’s the responsibility of the Pakistani youth to correct the image of Pakistan in the international arena and attract investment. We can do so by showing the positive side of the Pakistan and achievements of Pakistanis. I believe that if we could all be responsible enough and bring a change in ourselves then it could do wonders for our country. We always wait for the government to take some action. If we all fulfill our responsibilities and duties honestly than I believe no one could stop Pakistan from being a developed country. If all the people just clean the area outside their homes and plant trees than whole Pakistan could become clean and green. â€Å"Little drops make great oceans†. We should obey all the rules and laws of our country. Lets pledge that we won’t throw any rubbish on the streets, never break a traffic signal, never give bribe, achieve things on merit rather taking shortcuts. Above all we should realize that we all are Pakistanis. We should stop all the grouping and discrimination on basis of language, place, color, and culture. The Necessity of Madness in King Lear At the beginning of â€Å"King Lear,† an authoritative and willful protagonist dominates his court, making a fateful decision by rewarding his two treacherous daughters and banishing his faithful one in an effort to preserve his own pride. However, it becomes evident during the course of the tragedy that this protagonist, Lear, uses his power only as a means of projecting a persona, which he hides behind as he struggles to maintain confidence in himself. This poses a problem, since the audience is prevented from feeling sympathy for the king. Shakespeare’s ironic solution is to allow Lear’s progressing madness to be paired with his recognition of truth, thereby forcing Lear to shed his persona, and simultaneously persuading the audience that Lear is worthy of pity. Lear is initially consumed by what Burton would refer to as the human appetite,[1] and exhibits traits indicative of someone dominated by the choleric humor: he is prideful, yearns for authority, and bullies others when he doesn’t get his way. After Cordelia refuses to dote on him in the first scene, he goes into a fit of rage: Let it be so; the truth then be thy dower†¦ Here I disclaim all my paternal care, Propinquity and property of blood, And as a stranger to my heart and me Hold thee from this for ever. Prescription Medical Marijuana

Many different people have different views on the prescription of medical marijuana. Marijuana is a good form of medicine for those who really need it. People think that marijuana should be illegal in their state. Physician recommend this substance to patients with illnesses. In the 1970’s a synthetic version of THC in marijuana. In order to get prescribed marijuana you have to have an illness such as anorexia, anxiety, cancer and many more Some people thought that marijuana should be illegal in there country. Mitt Romney felt that marijuana should be illegal because kids can get hooked on drugs by trying marijuana. He thought it is the pathway to drug usage by our society. He also says that theirs a synthetic version of marijuana for those who really need it. I think that this is a dumb statement because kids can do the things they want and if they choose to do drugs that’s their chose. Mitt Romney gave a speech at a town hall meeting in Bedford, New Hampshire. Mitt Romney said â€Å"Don’t open the doorway to medicinal marijuana†. Some people felt that the dispensaries should be shut down. Los Angeles city council felt that they should shut down all dispensaries. Thy said that its okay for people that really need marijuana as their medicine but now people that don’t really need it are getting it just to smoke marijuana. The city council are saying that anybody is getting their prescription marijuana card even if they don’t really need it. That is true that they wrong people are getting their prescription for the wrong reason but they shouldn’t close down all dispensaries because all those people who really do need it are going to have trouble getting their medicine. Mitchell Englander said â€Å"Los Angeles have experimented with marijuana and has failed†. My perspective on prescription medical marijuana is that people should be allowed to get their medical card because they need the medicine to help them. It is wrong that people get the card for the wrong reason but there are many people that have the card for the right reason and they just want marijuana so they can survive and help them. Marijuana should be legalized because the government would be able to make a lot of money by taxing it because a lot of people are going to buy this crop. In conclusion, marijuana should be legalized for the government to be able to tax and make a very good profit off of it. Their are people that think that it should be illegal and shutdown. Theirs also people that are like me and think that marijuana should be legalized. Everybody has their own reason on why they think marijuana should be illegal or legalized. Marijuana is a good form of medicine for those who need it.

HRPs in Band 1 must be someone who is driven to deliver as they need to actively plan, prioritise and monitor key performance (KPI) areas of each employee in order to prompt employees when training opportunities that are in line with and when their personal development arises which should be reflected within the staffs’ appraisals. They must also need to work effectively at all levels within the organisation and work closely with external training providers for example:- Chartered Management institute, Northbrook and Chichester College. Imagine reversing the order of components. Linguistically, this can lead to some creative outcomes, such as an ironic spin on your article: 5 Ways to Throw Away Household Energy. SCAMPER will not always produce unique or viable topics, but the idea is to generate possiblities so that you can pick and choose. One thing to consider when fleshing out possibilities is whether you can make an article unique enough to warrant an exclusive-rights license. If you would consider a certain adaptation plagiarism when done by another writer, you should not sell it as a unique piece yourself. You can, however, make small changes to increase your sales of usage-rights. If nothing else, SCAMPER will give you the assurance that you have exhausted the possibilities for an idea. The Composition and Properties of Glass When you hear the term glass you may think of window glass or a drinking glass. However, there are many other types of glass. Glass is the name given to any amorphous (non-crystalline) solid that displays a glass transition near its melting point. This is related to the glass transition temperature, which is the temperature where an amorphous solid becomes soft near its melting point or a liquid becomes brittle near its freezing point. Glass is a type of matter. Sometimes the term glass is restricted to inorganic compounds, but more often now a glass may be an organic polymer or plastic or even an aqueous solution. Silicon Dioxide and Glass The glass you encounter most often is silicate glass, which consists mainly of silica or silicon dioxide, SiO2. This is the type of glass you find in windows and drinking glasses. The crystalline form of this mineral is quartz. When the solid material is non-crystalline, it is a glass. You can make glass by melting silica-based sand. Natural forms of silicate glass also exist. Impurities or additional elements and compounds added to the silicate change the color and other properties of the glass. The next morning I called James to ask him for a favor. He sounded wary at first as he asked me what the favor was. I then told him that I wanted to learn how to drive. It’s too hard having to ask someone for help all the time.† He paused for a long moment before agreeing to help; however, he did have one stipulation: I had to buy my own car first. Purchasing a new car was an interesting experience for me. I had absolutely no idea how to go about it. I knew that I would need James’ hel p. The next thing I know, I called him and said: â€Å"James, I have something for you.† He asked, â€Å"What is it that you have for me?† I replied, â€Å"I have some gas money for you if you will take me to buy my first car.† Fortunately, James was very happy to do this. We drove to numerous car lots that day, but we could not find a car that was good enough for me to crash and just when we were about to give up, we saw a nice little Honda Accord, 1987, driving by with a â€Å"for sale† tag on it. Instantly, I said to James, â€Å"Look! There’s a car for sale! We need to go after it.† We hurried and made a u-turn. We finally caught up with the Honda Accord and asked the driver to stop. When he stopped, we told him that we were interested in purchasing his car. The name of the owner of the Honda Accord was Broke and we asked him how much he was selling the car for. He said he was selling it for $850.00. I said, â€Å"How about $500.00?â₠¬  He agreed to my price offer. I asked Broke, â€Å"Does this vehicle come with any warranty at all?† Broke looked at me and said, â€Å"No, you buy it as it is.† I replied, â€Å"Well since I am buying it as it is, I need to make you a lower offer.† Broke then asked me how much. I offered $375.00 and Broke said, â€Å"That’s the too low man, you need to go a little higher.† I said okay and offered about $400.00 and Broke again said no, that the price I offered was still too low. Induction Plan Essay The entire staff member must attend three hour of induction training. At the first two hour of the induction all the waiter, waitress and supervisor will need to combine to have their induction together. First I will welcome them to our organisation, briefly tell them overview of their duties, discuss the rule of our company, and an introduction to the benefits provided to all the employees. Besides that, I will take them to a tour around the restaurant and show them all the equipment in the restaurant. After that I will create an ice breaking session to let them introduce themselves to each other and chat a while with each other. In order to create team sprit among them, I will divide them in to groups to play a game or complete a task. A leader will be selected among them and groups with supervisor in it the supervisor will be the leader, but if the group does not have a supervisor in it they can just choose anybody to be the leader. After that I will ask them to have a role play, some of them will act as the customers whom are very hard to handle and some of them will be the supervisor or waiter of the restaurant. The people who act as the supervisor or waiter of the restaurant must find a way to settle the problem. They also need to switch their roles after they finish because every employee must have a chance to act as the customers and the waiter or supervisor of the restaurant. After the two hours of the induction programme, both waiter or waitress and supervisor need to have a separate induction programme in the next one hour. For the supervisors they will need to attend a briefing on how should they manage the restaurant and how they should treat their staff. I will also let them know what they should do when their staff did something wrong, how they should react in all kinds of situation and other important things that they need to take precaution while managing the restaurant. For the waiters and waitresses, they will need to attend a briefing on how should they treat their supervisor and what should they do if your supervisor does not do his or her duty as a supervisor. I will also let them know how they should react in all kinds of situation and other important  things that they need to take precaution as a waiter or waitress. A number of issues need to be decided in advance if an induction programme is to be successful . (Maimunah Aminuddin, 2009). So, I will make sure that the induction programme will go on smoothly. I strongly agree that, induction programme should be scheduled as soon as the new employee joins the company, the longer the delay, the less effective the programme will be. Marlows Epiphany in Joseph Conrads Heart of Darkness :: Heart Darkness essays

Epiphany in Heart of Darkness  Ã‚   Marlow, in the novel "The Heart of Darkness," experiences an epiphany, or a dramatic moment in which a character intuitively grasps the essential nature or meaning of some situation. The moment in which Marlow experiences his epiphany is right after the helmsman gets killed by natives, which are associated with Kurtz. The thing that Marlow realizes is the savagery of man and the corruption of the ivory trade. The actual change takes place when Marlow sees the helmsman die. Marlow sees the death take place and is shocked. "The side of his head hit the wheel twice, and the end of what appeared a long cane clattered round and knocked over a little campstool. ... my feet felt so very warm and wet that I had to look down. ... It was the shaft of a spear that...had caught him in the side just below the ribs. I had to make and effort to free my eyes from his gaze and attend to the steering. ... I declare it looked as though he would presently put to us some question in an understandable language; but he died without uttering a sound, without moving a limb, without twitching a muscle. ... 'He is dead,' murmured the fellow, immensely impressed. 'No doubt about it,' said I ." When this happened, Marlow realized the savagery of man, horror of death, and the corruption of the ivory trade. He realizes that in the ivory trade, that the ivory is more valuable than human life and that traders will do almost anything to get it. Marlow also realizes man's savagery in the event that man puts greater value on riches than on human life. This is the epiphany of Marlow in "The Heart of Darkness." The epiphany of Marlow in "The Heart of Darkness" has significance in the overall story. The theme of the story is how every man has inside himself a heart of darkness and that a person, being alienated like Kurtz, will become more savage. Marlow, in his epiphany, realizes the savagery of man and how being alienated from modern civilization causes one to be savage and raw. This savagery is shown especially in the death of the helmsman, which is where Marlow's epiphany takes place, but the savagery is also show in Kurtz. The link that Kurtz has to the natives and the death of the helmsman is that the natives work for Kurtz.

It was also instituted to respond against natural disasters that will greatly affect the United States people. Its primary goal is to protect the civilian inside or out of the country. Its main functionality is to prepare for actions to respond to domestic crisis. Â  It also provides regulation on cyber security issues. The said department set color codes to describe the threat levels of terrorists in the country. Being well regarded as one of the largest department in the federal cabinet, this department should think of ways on how to perform its function to protect the people of the United States of America. From the said functions of the department of homeland security, it is the role of the concerned department to deal with problems arising that would threaten its citizen. It should not interfere with the scope of work of the other departments. There are a lot of work to be done in monitoring possible threats by the terrorists against the lives and properties of the United States people. Likewise, the department also helps in dealing with people affected by various calamities such hurricanes, earthquake, flash floods and other nature-driven calamities. With respect to the military’s role, the main difference is that the military is not being used to meddle with the domestic issues or internal affairs but for combat and monitoring of the country’s security. Normally, military is under the command of the Department of National Defense, the department focused on military affairs overseas. This can show the major role differences played by both the military and the homeland security department. In the same way, the military should be cautioned not to go beyond its jurisdiction particularly with the civilian communities. Their participation should be limited on providing assistance on calamity-affected populace together with the other agencies of the government.

THE CASE ABOUT RF AND TATARSTAN DELEGATION OF AUTHORITIES 1. Why Tatarstan was succeeded to be the â€Å"elected† region in terms of its’ authorities? As far as I could understand, the reasons why Tatarstan was chosen for delegation of Authorities and this Agreement are mostly historical. Historical and political preconditions of Tatarstan turned in such way, that Russian Federation and Tatarstan were nearly in equal position. For example, Tatarstan was independent co-founder of USSR, Tatarstan Tatarstan did not participate in election of State Duma in December 1993, Tatarstan did not sign the Federative Agreement in 1992.This shows the level of independence of Tatarstan from Russian Federation. In my opinion, Tatarstan was not very powerful republic, thus, to keep on developing it needed an alliance. It had political independence, but in terms of resources and power it did not have much. Russia, on the other hand, wanted to avoid appearance of another country just in t he very heart of it. To avoid repeat of Chechnya Case, Russian Authorities decided to change the way they behave about it. Instead of gaining power using military forces, Russian Federation took the way of diplomacy and political alliance.Thus, we can say that both sides needed this agreement, bith sides could benefit from it, but in my opinion, Tatarstan would need it more than Russia, in the case of different location. 2. Suggest some more or less objective criteria to select regions for establishing special favorable regime of relations with the federal center. This question in my point of view cannot have theoretical solution, because in any different case there would be new accomplishments and new terms, that would challenge the theory pretty much.But still, some tips could be defined. I think that in century of innovations and technological development, very important aspect would be potential rate of development of the region. It’s not important how much the region is developed, it’s much more vital – how can we develop it. In what way we can grow industry, or culture or trade or any other side of life of country. This criterion is very subjective, I understand this, but this is more an advantage than a disadvantage.Because government should realize itself, for what reason it needs the region, why it is necessary to develop favorable relations with this or that region, in what way it could be profitable. From history of Russian Empire we know examples of having totally useless for Empire regions (Poland) and caused a lot of trouble in tries to keep it quiet and not rebelling. 3. What is the author’s opinion on respect of whether special delegation of authorities between Tatarstan and RF is a good thing? Do you agree with him and why?On example of RF and Tatarstan Agreement we can see how idea of federal construction, integration and decentralization actually works. Author has very positive opinion about creating decentralized country and going on forward in development of this way. I do not have any real opinion about this, but if we look at 70 years of centralized country, and look at what do we have to suffer afterwards, I would say that decentralization is the right way to develop country federal structure, so that all the knowledge and all the experience is circulating among regions, and let develop the weak.
